No. I'm using 1.4-release built from sources.

My kernel has COMPAT_13 and COMPAT_43, though I'm not sure
they are required. The ktrace says:

 19843 ktrace RET ktrace 0
 19843 ktrace CALL execve(0xefbfd89b,0xefbfd824,0xefbfd830)
 19843 ktrace NAMI "./setiathome"
 19843 setiathome EMUL "netbsd"
 19843 setiathome RET execve JUSTRETURN
 19843 setiathome CALL open(0x111c,0,0)
 19843 setiathome NAMI "/usr/libexec/ld.so"
 19843 setiathome RET open 3
 19843 setiathome CALL read(0x3,0xefbfd7bc,0x20)
