This is currently not possible with the current (3.3.x) XFree86 code
for ISA/PCI boards. The current code relies too much on the VGA style
access to the boards, and there is only room for one board there. 

The next XFree86 release will add support for a multi-head X server
(for cards where VGA access can be by-passed), or, in the case where
you don't want to use all cards present in the system,  allow to
specify which one is to be used. 

There is no support for multiple keyboards yet, but it could be
added at some point.
