Sorry for the clutter of following up my own msg.

I think I've figured out what's happening.

The reason I was setting the date was because the system thought 
it was Mar 25th - back before DST started.

I tried to set the date an hour early expecting the glitch to make 
things come out right.  It set it to the time I specified. 

Just setting it to the desired time worked after I started from the 
right side of the DST changeover. 

Maybe somebody is trying to tell me that I should learn to think 
in GMT.  :)
