What's the proper procedure for creating a home-grown locale such
that perl won't complain:
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LC_ALL = (unset),
        LANG = "wizard"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
???

And PLEASE, no replies of "Why do you want to do this/What bizarre
setup are you using/Don't be a dufus/<insert other lazy reply here>",
as they will be summarily discarded.  The answer is "It is something I
would like to know how to do."  It doesn't seem to be listed in the
manual anywhere that I could find...
