This is because packages which _do_ use Motif need to be able to install
some things (app-defaults, fonts) where the X server and xfs can see them.
That means installing the pkg in /usr/X11R6.

I was working on--and will resume some work on--xpkgwedge, whose intent was
to remove that dependency.
