We didn't.  Everything I've proposed has been tentative.

However, there has been a significant public push toward wanting the info
docs to be in a system distribution.  If that were to happen reliably, we'd
at least want info(1) and install-info(1), and if we're installing those,
it's ludicrous not to install makeinfo(1) too.
