That's not quite true, actually.  The libcrypt - and, incidentally, crypt.c
which has the password encryption stuff - is NOT the same in the exportable
and non-exportable sets.

The difference is that the crypt.c for the exportable sets was altered to
have the decryption stuff stripped from the file, and is encrypt-only now.
