I think it's better.  Since pcvt_ioctl.h is need to compile xsrc
without modifying it, whather using of pcvt or not.

But what is pcvt's status in?  Pcvt lives in /usr/src/sys/isa,
but its utilities are also there, too.  Should they move to
/usr/src/{usr.sbin,usr.bin} or not??
