current-users: more file descriptors

My news machine (1.3) is running out of file descriptors.. I've upped
NMBCLUSTERS=4096 and set max users at 200, but inn still says it has too
many open files, and goes into throttle.  This happens after the news
machine is rebooted and running for a few hours.
