You are correct sir.  I was misled by the fact that /dev/MAKEDEV.local
was in the etc set, and wondered why /dev/MAKEDEV wasn't there as well.

Yep.  Also, every port has a /dev/MAKEDEV, even though the scripts
themselves differ.
