I noticed while updating my (backup) system to 1.3 that /dev/MAKEDEV
is not included in the etc fileset.  Is this deliberate or
unintentional?  I understand that the boot floppies may install it,
but not all of us necessarily use the boot floppies (or whatever other
media your port uses) to upgrade.
