An addendum: for those unable to stay awake while reading the actual FCC
report and order from the web page I gave, CNN's web site has a summary
of the new charges going into effect tomorrow.

It's worth noting that homes with multiple phone lines will see an
increase in the monthly subscriber line charge of $1.50 for additional
lines, and (according to CNN) a $1.50 per month long-distance access
charge which comes "from replacing some access fees that are based on
minutes of long-distance use with flat monthly rates" (which would
seem to be precisely the opposite of what the LECs were hoping for).
Some non-computer users get socked, also: MCI says they can't
distinguish between homes with multiple lines and those with just one,
so they'll hit up all their residential customers for $1.07 per line.
(On the other hand, CNN may have details wrong, so if you really want to
get exercised about it, go to the FCC web site (www.fcc.gov) and find out
the real scoop.)
