Sorry for the lateness of this report but the pppd startup code in
/etc/netstart doesn't work for several reasons:

1. syslog is not running yet (not a show-stopper but would be nice to
have). ipmon is not running either and this opens a small security hole.

2. critical filesystems aren't mounted yet (/usr, /var, etc): chat lives
in /usr/sbin and the lock files are in /var.

3. *after* the call to netstart in /etc/rc there is code to cleanup lock
files in the spool directories.
