Yes, definitively it's not a uucico problem - I get all my mail by
uucp over TCP, and don't have any errors - as I would expect.

It's most likely not a com driver problem per se, as ppp would have
trouble to.

So maybe uucico doesn't configure the com port correctly? Have you
tried to compare stty -a -f /dev/tty... output when uucico is running
against when pppd is running?
