Subject: Weird "make all" behavior

For years, I have been able to do a command such as this on NetBSD:

	make clean obj depend all install
notice------------------------^^^

With everything 1.2.1 and older, all those targets would get built as
expected, in the order expected.

With the current stuff, if I attempt anything else on the make line
with all, "make all" gets omitted.  I always have to type "make" or
"make all" on a line by itself.

So, the question is, what happened to the make subsystem to cause this
change in behavior, and is there any way to make it work as expected,
once again?
