I assume you've just installed NetBSD 1.2 or 1.2.1.  Some ports of
1.2* (e.g. i386) shipped stripped INSTALL kernels because otherwise
the kernel wouldn't have fit on the installation media.

Install the GENERIC kernel or build a custom kernel, and then reboot.
That should solve your problem.

In terms of "what's next", pick up a book on UN*X system
administration and/or start reading manpages.
