There is BSDI/NetBSD/FreeBSD/OpenBSD joint effort for Chinese/
Taiwanese/Japanese/Korean locale in nvi-m17n@foretune.co.jp 
mailing-list.
I believe that this project is approved by Paul Borman (prb@bsdi.com,
original author of rune library) and Keith Bostic (nvi author).

Please subscribe it, if you have interest. The main language of
nvi-m17n mailing-list is Japanese, but I think it isn't problem
for you. :-)
(I'm not sure that it uses majordomo or not, though)
