On the NetBSD/vax port, `make includes' dies when it hits the
src/sys/arch/vax/boot subdirectory.  There's no rule for `includes' in the
Makefile.  I don't know if there needs to be anything there apart from
some dummy `include:' rule to stop the make from bailing.
