I have noticed that the new dhcpd will not start if there is no
/etc/resolv.conf on the system.

I have verified this by looking in common/resolv.conf where it makes an
error exit if it cannot open this file.

I'm not sure whether this is a bug or a feature :-) But I've been running
with a small home-network with no /etc/resolv.conf on my dhcpd server.
