If you want to do that, you have to have something along the lines
of BUILDDIR, since you start out with a toolchain built against
your current system, and you need a place to install it. It can't
go into DESTDIR, because it's built against the wrong libraries
(the ones in the current system), and it can't go in the current
system because then you wipe out your current toolchain, and the
new one might not be compatable with your current system.

And you still need a way to set it up to use a different toolchain
than the in-tree one.

Followups to tech-toolchain.
