Subject: two strange leftovers from Makefile/mk changes

Hello!

With NetBSD current 10.05.1997 i386 I see two behaviours which are 
different to the behaviour before the Makefile/mk changes:

1) `make` in /src/lib/libc causes _always_ ctags being remade, regardless
   if something changes or not. That with "BUILD=  1" and "UPDATE= 1"
   set in /etc/mk.conf.

2) `make install` in /src causes:

	(cd /src/share/man && make makedb)
	/usr/libexec/makewhatis /usr/share/man

   be done before the actual install process. Thus the "afterinstall:"
   seems to behave like the "beforeinstall:".

Are those bugs or features of the recent changes?
