Where is this supposed to be defined?  I seem to have no definition
for it, but it looks like it would be useful, since without it
neither sbin nor usr.sbin will build, because "ipf" uses it.

It looks like it should be a string of some sort, because both attempt
to pass it to open(2) as a first argument.

Is this fixed in a more recent sup?
