I filter several annoying hosts.  I believe AOL has a list of hosts
it will refuse at the SMTP level, and I went one step further and
ignore them at the IP level, too.

Neigher are 100% effective.  What usually works is mailing the postmaster
at the site in question saying that you have blocked mail from his host
to your users.  Don't mention you have 50 (or less) users.
