pstat fails because it can't find a tty_count.  Neither can I... I can find
a declaration of it as an extern int, but there simply is no such thing in
any part of the source tree I've checked.

Since I'm just using pstat -s, I've compensated by lowering the MANDATORY
#define to before that, but this is obviously not the correct fix.
