They *are* thinking globally.  They're not allowing the export
restrictions of a single country to dictate how the network should
operate.  

After all, there are people on both sides of the export control
`barrier' capable of implementing the protocols, rendering the export
controls essentially irrelevant from the point of view of users of the
protocol.
