Last time I looked, which was a while ago, I gave up on trying to figure 
out how to do the right thing.  It has something to do with arp entry 
changes using the routing socket, if I recall.

I'm definitely not the person to solve this one, at least not now.  The 
workaround is fairly reasonable in situations where there are a small 
number of IPs you need to proxy.
