Worse than that, actually, in my opinion, is the fact that its
implementation is broken.

Non-BSD Makefiles that define  "DESTDIR" can be royally screwed by the
special processing that that causes, because some of it is done in
sys.mk.   See my recent PR on the subject.  8-)
