Are you *sure* the other end isn't just hanging up on you?  When our
providers CISCO is down, the modem answers, but hangs up as soon as it
realizes the CISCO isn't answering.  This usually results in "Serial
link is not 8-bit clean" and a timeout during LCP requests...
