I'd say yes.  I ran into this recently while running a copy of emacs
built for SunOS-4.1.1/sun3 and discovered that file completion under
any path that exists in /emul shows only the emul stuff.  Perhaps
the /emul files should act as a "translucent" overlay, like union.
