   What does a sysctl for autonicing buy us?

the ability to _NOT_ recompile the kernel to make a policy change.
a lot of people have been saying to me recently "oh, it's BSD" when
they really mean "oh, you have to recompile the kernel."  this is
sad.  as much as i detest solaris, being able to tune a lot of
things with a) a reboot [modifying /etc/system], or, running ndd,
is really nice.

there's also the fact that i don't like adding more "options".
