What does a sysctl for autonicing buy us?  It doesn't make sense
to dynamically tune it, really.  If you're switching your machine
from a single-user passive environment to more busy surroundings,
you're going to have to tune a hell of a lot more than the autonice
conditionals.  You'll probably want to down-tune as well if you go
the other way.  In either case, as it currently stands, since there
is a lot of stuff which is pre-allocated, a kernel recompile is probably
necessary.
