Hi (again),

  Perhaps the second part of mast last email did not make my point
clearly.  I was justifying the view of `const' that it is a specification
of _interface_ not _implementation_.  In `perror(3)' on SunOS 4.1.3
the `sys_errlist' interface is specified _without_ `const', so initially
I was querying the introduction of incompatibility into an interface
that is obsolescent/obsolete anyway.
