I also noticed, earlier, a commit that actually did the move.

What is it that's being moved here?  I certainly hope this doesn't mean
non-"domestic" (heh, why should "domestic" mean to domestic-USA rather
than domestic-anywhere-else?) users are going to get a dummy libcrypt
that ends up dropping passwords into /etc/master.passwd in the clear
again.  (Especially after I went to the trouble to send-pr my md5-based
password hashing stuff! :-)
