Are there any plans to update the semantics of the sticky bit such that
if it is used on a file without execute permission, the blocks of that file
are *not* cached (as in swap files for diskless clients), or have we not
reached the server-of-diskless-clients mode yet?

Yeah, I know about the drawbacks of diskless environments, but just in case,
are we making any moves to be able to support such environments?
