Because those aren't the only interfaces that matter.  In particular, I
have yet to see any terminfo analog to setting a termcap entry in
TERMCAP in the environment (as opposed to a termcap file pathname), and
until that's fixed, I will (continue to) consider terminfo crippled to
the point of unusability.

It's also got some ugly aspects, like the single-character
subdirectories into which the directory of entries is split up.  Or
that it has to be a directory, rather than a file....

Or perhaps it's just that I've never been able to find sufficient
documentation.  Of course, that can be looked upon as a pretty
crippling deficiency :-)
