The ordering is *not* relevant.  These are just state-machine labels.

Well, it's not, I agree.  I've always had to keep a post-it(tm) note on
my console with the run-levels and /etc/uadmin arguments listed....

But that's only because I'm too much of a masochist to write some little
scripts with mnemonic names...
