Set it to 300, I think.  But notice the comment that calls that
"obsolete"?  There's a reason for that; nothing uses it any longer.

That's because you didn't relink /etc/localtime.  Fix that, ignore the
silly TIMEZONE kernel config option, and everything should be fine.
