Subject: Missing src / bad Makefile?

Doing a "make build" fails on src/usr.bin/w with "Don't know how to make
fmt.c" message. There is, of course, no fmt.c source file, but it is
listed in the Makefile as belong there. What gives? Is the file really
missing, or is the Makefile out of date?
