Subject: not a tty?

I recently built from what was in -current about two days ago, and after
I built and installed the kernel, every device stopped being a terminal.
X won't start xterms, and 'tty' always* prints 'not a tty'. Various
other things don't work. I can still run vi, so whatever it does to
control the terminal works, but terminals can't be identified. What
do I need to be building that I haven't rebuilt yet?

Also, as of this release, it appears there's nothing in /usr/src/lib/libl;
at least, nothing but the Makefile. ?
