Subject: Why build libc_sa and libnetboot ?

Why is sys/lib/{libnetboot,libc_sa} built with the toplevel make ? It seems
that most boot progs will use the associated Makefile.inc to build what
it needs anyway. The same for kernels with libkern.

Also who uses libnetboot and libc_sa now ?
