to clarify this a bit:

they are no longer needed or desirable _FOR THE DOCS_.  that's
it.  everything else still wants them, or can live with them.

basically, the 'doc' dirs will never create them, anymore,
so if they're in doc dirs, they're either left-over from times
past, or were hand-created...
