I want to port Dave Mills' NTP kernel modifications to NetBSD.  See RFC
1589 for info about the modifications, which involve a couple of new
syscalls (ntp_gettime and ntp_adjtime) and a different way of handling
clock ticks.

With whom should I coordinate this work?
