Make atf-run only execute those cleanup routines that exist

Export a has.cleanup property from test cases that specifies whether they
have a cleanup part or not, and make atf-run use its value to decide if it
has to perform a second call to the test case to run the cleanup routine.

Speeds up significantly the execution of the test suite.
