I've had no problems whatsoever using PGP under NetBSD. Here are the lines
from my pgp262/src/makefile for NetBSD for the pmax and for the Amiga:
netbsd-pmax:
$(MAKE) all CC=cc LD=cc \
CFLAGS="$(RSAINCDIR) -O -DUNIX -DIDEA32 -DMAX_NAMELEN=255 -DPORTABLE -DMPORTABLE"
netbsd-amiga:
$(MAKE) all CC=cc LD=cc OBJS_EXT=memmove.o \
CFLAGS="$(RSAINCDIR) -O -traditional-cpp -DUNIX -DHIGHFIRST \
-DIDEA32 -DPORTABLE"
