Well, I didn't quite want to propose policy decisions (y'all are much better
at ruffling the members of core ;).  Anyway, since Charles and Jason both
seem to agree that braces on a nested if should be the Right fix, I'll
modify the style guide to say such, unless someone else wants to be the
doc-guy.
