Subject: where to put USE_LANGUAGES?

I found the following packages to require c++ but not have it specified:

archivers/upx
print/ghostscript-nox11
biology/genesplicer
biology/glimmer
comms/pilot-link-libs
comms/p5-pilot-link
comms/pilot-link
time/devtodo
devel/darts
textproc/bibclean
textproc/libunicode
www/amaya
mail/fix-mime-charset

at which point in Makefile should USE_LANGUAGES be set? Would pkglint
detect if I put it wrong? (I know it's more an esthetic than a
strictly technical issue)
