Yes, they are wrong, they should include 'x'.

I just checked out the directory from anoncvs.netbsd.org, and the
files had the correct permissions, so I suspect a local problem.
You could try removing pkgsrc/mk/gnu-config and updating it, and looking
if the permissions are correct then.

Perhaps your umask is too restrictive.
