I prefer shipping configure with a package because then autotools are
run only once by a pkgsrc developer, resulting in fewer build
dependencies and shorter build time.  But this (libtool.m4 with
autoconf-2.13 and 2.59) might be a special case because the patch is
huge (> 1MB).  So, when should we choose running autotools at build
time and when should not?
