I set X11BASE as LOCALBASE. (I have a length email about this soon to
post.)

But some packages install correctly first time, but later -- using
buildlinking -- are skipped and not buildlinked when they should.

I believe this is caused by checking for files in X11BASE and then the
buildlink?.mk intelligence assumes that these files were not installed
using pkgsrc.

I have examples (and my workarounds) in my upcoming email with Subject:
"experiences with using xlibs (instead of x11-links) and X11BASE as
LOCALBASE".
