As Carl noted, this already exists.  In fact, if you do the NetBSD network 
install with all the default options, you will have both the client and 
server available for ssh, sftp, and scp.

It is, however, slow, and I mean SLOW.  So, I would be interested in secure 
FTP transfers that are quicker, and I'd be willing to assist in an effort in 
this direction.
